Myron Cope, a locally famous sports announcer for the Pittsburgh Steelers, a National Football League team, has announced his retirement from the booth, effective immediately. Cope had a 35 year career announcing Steelers games with his familiar scratchy voice, often punctuated with unique Yiddish expressions, such as “Feh” and “Yoi”, which brought delight to fans.

Anti-whaling protesters have joined forces across Australia, Canada, Germany, New Zealand, and the U.S.A calling for an end to the killing of whales for meat by Japan. Greenpeace organised the international day of action as it continued its efforts to disrupt the hunting of minke whales by the Japanese whaling fleet currently in the Southern Ocean.

The day of action was being marked to protest the actions of the fleet which protesters believe violate the 1986 International Whaling Commission (IWC) global ban on commercial whaling. Japan’s JARPA Japanese Whale Research Program was allowed to operate under a Special Permit in the Antarctic according to Article VIII of the International Convention for the Regulation of Whaling. In its JARPA-2 plan, Japan plans to double its annual scientific research catch of Minke whales to 935, and to add 10 Fin whales to its quota. The International Fund for Animal Welfare states that over the next two years, Japan plans to kill 50 endangered Humpback whales and an additional 40 fin whales.

On Monday, German football club FC Bayern Munich completed the signing of Mats Hummels, who captained Bayern’s rivals Borussia Dortmund this past season. 27-year-old defender Hummels, who was an academy player at Bayern before moving to play for Borussia Dortmund, agreed to a five-year deal.

Hummels underwent medical tests on Monday before signing the contract. Bayern’s chairman Karl-Heinz Rummenigge said “We’re delighted to welcome Mats back to FC Bayern, […] Not only are we strengthening our squad with a world-class centre-back, but also with a player who accepts responsibility and who is our own youth product. Hummels joined the Bavarians in 1995 when he was six years old. He played only one Bundesliga match for the Reds before he was loaned to Dortmund and later signed for them. He played his last game for Borussia Dortmund on Saturday in the DFB-Pokal Cup final, which Bayern won 4–3 on penalties.

After the signing was completed, he said “Saying goodbye to Dortmund was difficult for me of course. It was similar to 2008, when it was the other way around […] Now I’m looking forward to everything that awaits me at FC Bayern. A wildfire in the Ashley National Forest has been blamed for three deaths and has led to the evacuation of about 500 residents of the communities of Whiterocks, Farm Creek, Paradise and Tridell in eastern Utah.

The fire broke out on Friday, June 29 at around 9:00 a.m. local time in Duschene county, north of Neola by state route 121, and proceeded to spread westward into Uintah county.

To date, the cause of the wildfire is unknown. An early report by public safety officials claimed it was caused by a faulty power line or transformer. However, a later announcement by Moon Lake Electric Association CEO Grant Earl disputed this.

By Saturday morning, the fire had spread across approximately 46 square miles of land and been blamed for three fatalities: George Houston, his son Tracy Houston, and Roger Roberson, all from Farm Creek. Eleven year old Duane Houston, George’s grandson, was able to escape the fire with only minor injuries.

The communities of Whiterocks, Farm Creek, Paradise and Tridell, consisting of approximately 500 local residents, were evacuated by Sunday, and at least five homes are known to have been destroyed. Those without family or friends to provide lodging have been relocated to the Ute Indian Tribe’s auditorium in Fort Duchesne and Union High School in Roosevelt.

The Federal Emergency Management Agency became involved in the management of fire fighting efforts on Sunday, and a specialized regional wildland fire team, the Rocky Mountain Type One Management Team, had begun to converge on the Uinta Basin to assist with the firefighting, along with about 100 members of the Utah National Guard.

Reports that same day claimed the fire was 5% contained, but that it had split into at least two separate smaller fires. Authorities declared their intention to prevent the fire from moving eastwards into Dry Fork Canyon and the town of Tridell.

Ten puppies with bags of liquid heroin surgically implanted into their bellies were having seizures in a drug bust in Medellin, Colombia, said authorities.

“They utilized a wide range of smuggling, the most repulsive of which was the use of puppies,” said John P. Gilbride, head of the DEA’s New York office.

“There have been cases of animal cruelty that have led to the discovery of drug labs, but not to the extent of an animal being used to carry drugs, especially a puppy,” said ASPCA spokeswoman Jo Sullivan.

Investigators believe that the dogs were used to smuggle heroin into New York on commercial flights. The drugs were then to be distributed and sold along the East Coast.

“Ten puppies, including Labrador retrievers, were rescued during a 2005 raid on a farm in Colombia,” said the United States Drug Enforcement Agency (DEA) on Wednesday. The Agency also announced that they had made more than 30 arrests.

Authorities believe that a veterinarian, Andres Lopez Elorez (who is also believed to be a fugitive in Spain), opened the bellies of at least six of the ten puppies, inserted 500 mL bags of liquid heroin, and then stitched them back up. Three puppies had died due to infections after the drugs were removed. A total of 3 kg of heroin were recovered from six puppies. The bags were found using ultrasound.

“The surviving dogs are still alive and well, we’re told,” said Gilbride. “I think it’s outrageous and heinous that they’d use small, innocent puppies in this way. This investigation identified the individuals who were responsible for overseeing and smuggling millions of dollars worth of heroin from Colombia to the East Coast.”

The investigation revealed that the smugglers, whose ring was based in Medellin, not only used people and puppies to conceal their drugs, but also body creams, aerosol cans, and the linings of purses and luggage.

A tipster is said to have led authorities to the puppies.

It is not known how many puppies were actually used in the smuggling operation.

Three dogs were adopted by Colombian police. At least one of those puppies will be trained to sniff for drugs.

About 24 kilograms of heroin was seized in recent raids in Colombia which have resulted in more than 20 arrests and another ten in custody in New York. A total of at least 24 kilograms have been seized in these raids.

Today, after two years of waiting, American iPhone users are finally able to send and receive MMS messages. This long awaited feature has caused Apple and AT&T a great deal of grief from its user base. Originally the grief was directed at Apple for the lack of inclusion on the device, but as time progressed AT&T was faulted for lack of support.

When the iPhone was released in June of 2007, it lacked one feature that was widely available on other devices: MMS or Multimedia Messaging Service. This standard, similar to the all text SMS standard, allows users to send and receive video, audio, and picture files on their mobile phones. MMS was launched in 2002 and by 2007 was a common feature on most new mobile phones. It was not until June 2009, with the release of iPhone OS 3.0, that the devices also had the capability to send and receive these multimedia messages. Unfortunately for American iPhone users, all of whom use AT&T because of an exclusive agreement between the phone company and Apple, AT&T did not allow iPhone users to use this feature; that changed today.

Current iPhone users simply need to update (from iTunes) and reboot their device in order to enable MMS. AT&T was originally concerned about not having the network capacity to handle the data demand of all the MMS messages and in Wikinews’ own testing this seems to be a valid issue. The ability to send and receive MMS messages was functional, but by midday Friday (PST), AT&T’s network was extremely slow, with messages taking in excess of two minutes to send. Tests over AT&T’s 3G network showed upload and download speeds nearly halved what they were just a few days prior.

Tenuous relations between Japan and the People’s Republic of China were strained last week when a Chinese nuclear-powered submarine entered Japanese territorial waters southwest of Okinawa.

The intrusion occurred on 10 November, Japanese time (UTC+9). The submarine was quickly spotted by Japan’s Self-Defence Forces and was tracked by helicopter as it wandered in Japanese waters for two hours before moving north-west. International law requires a tracked submarine to surface and identify its nationality in times of peace; the submarine did not do so.

Many Japanese officials in the Defence Agency considered the intrusion an act of provocation and “showing off,” as the submarine in question was a particularly noisy model. It continued traveling very slowly after being spotted, and remained in shallow waters. The intrustion caused Japanese Self-Defense Forces to go on alert for the second time since the Second World War.

The submarine in question is believed to be a Type 09-1 Han Class attack submarine. It is a nuclear-powered submarine designed in the 1950s and first built in the 1974. This class of submarine is thought to suffer numerous defects, including radiation leakage, noise, and an inability to fire missiles while submerged. Only two of five submarines are thought to be operational. China has recently begun an active modernization of its navy.

On 17 November, Chinese Vice Foreign Minister Wu Daiwei met with the Japanese ambassador to China Anami Koreshige in Beijing and offered an apology for the incident, stating that the submarine was on a training mission and the intrusion was due to a “technical error” and was “regrettable.” Japan’s Defence Agency is studying whether “technical errors” is a feasible explanation for the incident.

Japanese Prime Minister Koizumi Junichiro has publicly stated he wishes to speak with Chinese President Hu Jintao about this and other matters of Sino-Japanese contention at the upcoming annual Asia-Pacific Economic Cooperation summit in Chile later this month.

Despite the increasingly close economic ties between the two nations, distrust has long exisited between Japan and China. Many Chinese people still resent the Japanese invasion and occupation of China during World War II and Japan’s refusal to formally apologise. Japan, on the other hand, sees China as a potential competitor and an increasing threat to its national security.

Japan’s Constitution forbids the nation from exercising military strength in matters other than that of self-defence, but Japan’s ruling party, the Liberal Democratic Party or LDP, has recently proposed constitutional amendments to give the military more offensive capabilities, among other things.

In France, voting has traditionally been a low-tech experience: voters isolate themselves in a booth, put a pre-printed sheet of paper indicating their candidate of choice into an envelope. After officials verify the voter’s identity, the voter drops the envelope into the ballot box and signs the voting roll. French electoral law rather strictly codifies the proceedings. Since 1988, ballot boxes must be transparent so that voters and observers can witness that no envelopes are present at the start of the vote and that no envelopes are added except those of the duly counted and authorized voters. Candidates can send representatives to witness every part of the process. In the evening, votes are counted by volunteers under heavy supervision, following specific procedures.

In the past, voting machines, though authorized by law, were scarce. But this year, during presidential elections (the first round was April 22, the second is on May 6), the country is shaken by controversy about the machines intended to count about 1.5 million votes.

As in the United States, there is a group of academic computer scientists that oppose voting machines. They argue that voting machines replace a public, easily understandable counting process, where large-scale fraud would entail large-scale corruption, by an opaque process where votes are counted by machines that voters have to blindly trust. Voting machines have to be approved by the Ministry of the Interior, but this approval is based on confidential reports by private companies. Opponents to the machines point out that the Ministry was long held by Nicolas Sarkozy, who happens to be the leading candidate. Opponents also list a number of weaknesses and discrepancies that have occurred in other countries using voting machines.

All main political parties except UMP, Mr Sarkozy’s ruling party, oppose the voting machines. Some citizens have filed for court injunctions against the voting machines. Opponents have given detailed instructions that voting witnesses should check whether the machines correspond exactly to an approved type, including software versions, and fulfill all legal conditions. In a sign of the frenzy over the issue, on April 12 the Ministry of the Interior issued a last-minute authorization for a specific model (hardware, firmware). The stakes are high: votes on unapproved machines should be canceled by the Constitutional Council for the official count.

The opposition has crystallized on the Paris suburb of Issy-les-Moulineaux. Issy’s mayor, André Santini is a well-known technophile; his city organizes a “World E-Gov Forum”. Here too, last minute fixes are at work. The machines delivered to the city are of a yet-to-be-approved type. The manufacturer, the American company ES&S voting systems, is now delivering older 2005 machines. Le Monde reports that other municipalities have already replaced their recent machines by an older, approved, model.

Proponents of the machines, such as the French company France Élection, claim they are being defamed and dispute the competence of their critics. Elected officials supporting the machines claim the machines save on paper, time, and the need to find volunteers to count votes.
