Property Development Finance: Australia

by

thomasgalvin

Property Development Finance includes the construction of new buildings, refurbishing existing buildings, as well as land subdivisions and is considered to be the most complex area in property finance.

If you are planning a property development project then you are best advised to seek the services of an experienced commercial finance

broker as opposed to a standard residential mortgage broker. A good commercial finance broker will have experience in structuring construction loans and can facilitate property development finance for land subdivisions, residential, commercial, office, industrial, retail and hospitality orientated property developments throughout Australia. They will be able to give you advice, information and guide you through the entire application process. Perhaps more importantly they will have a far greater knowledge, range of appropriate lenders and industry contacts than an individual developer would have. Using their knowledge and contacts they will be able to analyse your specific requirement and in turn structure a suitable funding package which would be the best fit for your project.

Total Development Cost (TDC) finance is based as a percentage of costs associated with the development such as land purchase, construction costs, professional fees, marketing costs, stamp duty, interest and so on. Generally the maximum loan amount is 80% of Total Development Costs (TDC). This type of loan is normally offered by institutional lenders such as banks and super funds and is also the cheapest development finance option. The downside is that it the most difficult to obtain as the lenders require full financials and presales.

Gross Realisation Value (GRV) finance is based on a percentage of the projects end value upon completion with a maximum loan amount up to 70%of Gross Realisable Value (GRV). This type of loan is generally offered by private non-bank lenders and as a result can be much more flexible as these style of lenders have a more relaxed requirement for presales and financial information. Additional Property Development Finance facilities: Mezzanine facilities which bridges the gap between Senior Debt and the developers equity Equity participation where the developer has insufficient equity to successfully finance the project Land Bank finance for land to be held for construction at a future stage Take-out facilities of residual stock to repay construction loans, release equity or to allow for an extended selling time Joint Ventures with experienced property developers The actual application process for property development finance

can be logistically demanding, and is once again, best left in the hands of your commercial finance broker, who becomes your intermediary and point of contact with the lenders, and will keep you fully informed of events as they transpire. Your finance broker will also be on hand to help you confront and resolve any issues that may occur during the application process.

Applying and being accepted for property development finance is arguably one of the most stressful and time consuming forms of finance to tackle and it is definitely worth investing in the services of a professional to streamline the entire process. Seeds placed in Norwegian vault as agricultural ‘insurance policy’

Wednesday, February 27, 2008

The Svalbard Global Seed Vault, a vault containing millions of seeds from all over the world, saw its first deposits on Tuesday. Located 800 kilometers from the North Pole on the Norwegian island of Spitsbergen, the vault has been referred to by European Commission president José Manuel Barroso as a “frozen Garden of Eden“. It is intended to preserve crop supplies and secure biological diversity in the event of a worldwide disaster.

“The opening of the seed vault marks a historic turning point in safeguarding the world’s crop diversity,” said Cary Fowler, executive director of the Global Crop Diversity Trust which is in charge of collecting the seed samples. The Norwegian government, who owns the bank, built it at a cost of $9.1 million.

At the opening ceremony, 100 million seeds from 268,000 samples were placed inside the vault, where there is room for over 2 billion seeds. Each of the samples originated from a different farm or field, in order to best ensure biological diversity. These crop seeds included such staples as rice, potatoes, barley, lettuce, maize, sorghum, and wheat. No genetically modified crops were included. (Beyond politics they are generally sterile so of no use.)

It is very important for Africa to store seeds here because anything can happen to our national seed banks.

Constructed deep inside a mountain and protected by concrete walls, the “doomsday vault” is designed to withstand earthquakes, nuclear warfare, and floods resulting from global warming. Norwegian Prime Minister Jens Stoltenberg called it an “insurance policy” against such threats.

With air-conditioned temperatures of -18 degrees Celsius, experts say the seeds could last for an entire millennium. Some crops will be able to last longer, like sorghum, which the Global Crop Diversity Trust says can last almost 20 millenniums. Even if the refrigeration system fails, the vaults are expected to stay frozen for 200 years.

The Prime Minister said, “With climate change and other forces threatening the diversity of life that sustains our planet, Norway is proud to be playing a central role in creating a facility capable of protecting what are not just seeds, but the fundamental building blocks of human civilization.” Stoltenberg, along with Kenyan Nobel Peace Prize laureate Wangari Maathai, made the first deposit of rice to the vault.

“It is very important for Africa to store seeds here because anything can happen to our national seed banks,” Maathai said. The vault will operate as a bank, allowing countries to use their deposited seeds free of charge. It will also serve as a backup to the thousands of other seed banks around the world.

“Crop diversity will soon prove to be our most potent and indispensable resource for addressing climate change, water and energy supply constraints and for meeting the food needs of a growing population,” Cary Fowler said.

British Airways flight makes emergency landing in Iceland, terrorism ruled out

Saturday, August 26, 2006

A British Airways (BA) flight from London to Denver made an emergency landing at an airport in Iceland today after smoke was seen emerging from an oven in the aircraft’s rear kitchen.

A BA spokesman said that the Boeing 777 landed safely at Keflavik Airport. He added that the plane’s 268 passengers left the craft unharmed.

A spokeswoman from the Iceland Civil Aviation Administration ruled out any terrorist involvement. She added: “They were 50 miles from Keflavik when it was thought there was a fire. But it turned out to be only smoke.”

The flight should complete its journey to the US tomorrow. Passengers are spending the night in a hotel.

Understanding Cushig s Disease in American Bulldogs

by

What Cushing s Disease Really Is

Cushing s Disease, or also known as Cushing s Syndrome and Hyperadrenocorticism, is a disorder relating to the hormonal functions of a dog due to excessive amounts of glucocorticoid. A little bit of background is necessary to understand what Cushing s Disease really is. The pituitary gland normally produces ACTH, a known hormone that produces glucocorticoid, which is very useful in the normal functioning of the dog s system. When the pituitary gland or any of the systems related to it experiences problems, then that becomes Cushing s Disease. Cushing s Disease in dogs are common among older dogs. Any dog, male or female, and of whatever breed, can face the danger of Cushing s Disease or Hyperadrenocorticism.

The Signs of Cushing s Disease

Cushing s Disease is pretty difficult to diagnose. This is because its symptoms do not suddenly show up. The symptoms of Cushing s Disease in dogs occur far in between, and quite silently, that a lot of dog owners do not notice them. And since this disorder occurs more in older dogs, most dog owners are mistakenly led to believe that their dogs are already experiencing the earliest signs of old age. If only it could be as simple as that, but as a dog owner, you need to be on the lookout for any changes, and never cross out the options that these are caused by a disease. These are some of the symptoms you might miss. Your dog may eat more than normal. For you, this may be a good thing. Your dog is developing an appetite. In most cases, that is good, but not if it is related to Cushing s Disease. The higher level of food consumption can then lead to abdominal swelling. Again, don t mistake this as a result of your dog s overeating habits. It may be related to a weakening of your dog s muscles in the abdomen. Your dog may also consume more water than normal, and urinate more as well. Some dogs make this change more obvious, consuming up to ten times more than their usual water amount. This is a very telltale sign, but most dog owners just don t pay enough attention. The most apparent symptom, however, is hair loss, and most dog owners don t miss this one anymore. It is only when hair loss is experienced that dogs with Cushing s Disease are usually given the medical attention that they need.

Treatment Options for Dogs with Cushing s Disease

If you suspect your dog of having Cushing s Disease due to the symptoms above, consult a veterinarian immediately and ask for a urinalysis, complete blood count or CBC, blood chemistry panel, and other tests geared towards detecting Hyperadrenocorticism. Abdominal ultrasound can also be done. When your dog has been diagnosed as a dog with Cushing s Disease, there are several options now facing you. In some more severe cases, surgery becomes necessary. This is most needed when there is a physical abnormality in the pituitary gland that is causing the problem in the first place. Don t, however, consider surgery your first option. Oral treatments are available for dogs with Cushing s Disease, such as Lysodren. This is more commonly used for Cushing s Disease of the pituitary form. It destroys the cells responsible for producing excess glucocorticoid. Another effective oral treatment to treat Cushing s Disease is Ketoconazole, an antifungal agent, and Anipryl. However, if oral treatments are chosen to treat Cushing s Disease, watch out for any side effects.

Thabo Mbeki visits Zimbabwe amid rising violence

Friday, May 9, 2008

South African president Thabo Mbeki has arrived in Harare today to talk with Zimbabwean president Robert Mugabe about the upcoming presidential run-off election. This comes amid claims that violence has risen in the country over the last few days.

The Zimbabwe Association of Doctors for Human Rights claim there has been a “dramatic escalation in incidents of organised violence and torture” after the recent elections with “more than 900” documented as injured. The organization said in a statement that “the level of brutality and callousness exhibited by the perpetrators is unprecedented and the vicious and cowardly attacks by so-called war veterans on women, children and the elderly shames the memory of all true heroes of the liberation struggle”.

Mr. Mbeki is acting as a mediator for the Southern African Development Community (SADC) and may have discussed elections and the recent crackdown on opposition by the Mugabe government, which has included the arrest of Davison Maruziva, editor of free newspaper The Standard, 22 deaths, the displacement of 40,000 opposition farming families and such a casualty influx into Harare hospitals that they are worried that plaster of Paris bandage supplies will soon be “exhausted”.

Talks between the two leaders at State House lasted for more than three hours before Mbeki left for the South African embassy in Harare.

Morgan Tsvangirai, leader of the largest opposition party, the Movement for Democratic Change (MDC), plans to announce whether he will stand for the run-off election in the South African city of Pretoria, where he is currently residing, tomorrow at 9:00 UTC.

Saturn moon Enceladus may have salty ocean

Thursday, June 23, 2011

NASA’s Cassini–Huygens spacecraft has discovered evidence for a large-scale saltwater reservoir beneath the icy crust of Saturn’s moon Enceladus. The data came from the spacecraft’s direct analysis of salt-rich ice grains close to the jets ejected from the moon. The study has been published in this week’s edition of the journal Nature.

Data from Cassini’s cosmic dust analyzer show the grains expelled from fissures, known as tiger stripes, are relatively small and usually low in salt far away from the moon. Closer to the moon’s surface, Cassini found that relatively large grains rich with sodium and potassium dominate the plumes. The salt-rich particles have an “ocean-like” composition and indicate that most, if not all, of the expelled ice and water vapor comes from the evaporation of liquid salt-water. When water freezes, the salt is squeezed out, leaving pure water ice behind.

Cassini’s ultraviolet imaging spectrograph also recently obtained complementary results that support the presence of a subsurface ocean. A team of Cassini researchers led by Candice Hansen of the Planetary Science Institute in Tucson, Arizona, measured gas shooting out of distinct jets originating in the moon’s south polar region at five to eight times the speed of sound, several times faster than previously measured. These observations of distinct jets, from a 2010 flyby, are consistent with results showing a difference in composition of ice grains close to the moon’s surface and those that made it out to the E ring, the outermost ring that gets its material primarily from Enceladean jets. If the plumes emanated from ice, they should have very little salt in them.

“There currently is no plausible way to produce a steady outflow of salt-rich grains from solid ice across all the tiger stripes other than salt water under Enceladus’s icy surface,” said Frank Postberg, a Cassini team scientist at the University of Heidelberg in Germany.

The data suggests a layer of water between the moon’s rocky core and its icy mantle, possibly as deep as about 50 miles (80 kilometers) beneath the surface. As this water washes against the rocks, it dissolves salt compounds and rises through fractures in the overlying ice to form reserves nearer the surface. If the outermost layer cracks open, the decrease in pressure from these reserves to space causes a plume to shoot out. Roughly 400 pounds (200 kilograms) of water vapor is lost every second in the plumes, with smaller amounts being lost as ice grains. The team calculates the water reserves must have large evaporating surfaces, or they would freeze easily and stop the plumes.

“We imagine that between the ice and the ice core there is an ocean of depth and this is somehow connected to the surface reservoir,” added Postberg.

The Cassini mission discovered Enceladus’ water-vapor and ice jets in 2005. In 2009, scientists working with the cosmic dust analyzer examined some sodium salts found in ice grains of Saturn’s E ring but the link to subsurface salt water was not definitive. The new paper analyzes three Enceladus flybys in 2008 and 2009 with the same instrument, focusing on the composition of freshly ejected plume grains. In 2008, Cassini discovered a high “density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected” in geysers erupting from the moon. The icy particles hit the detector target at speeds between 15,000 and 39,000 MPH (23,000 and 63,000 KPH), vaporizing instantly. Electrical fields inside the cosmic dust analyzer separated the various constituents of the impact cloud.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life,” said Dennis Matson in 2008, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

“This finding is a crucial new piece of evidence showing that environmental conditions favorable to the emergence of life can be sustained on icy bodies orbiting gas giant planets,” said Nicolas Altobelli, the European Space Agency’s project scientist for Cassini.

“If there is water in such an unexpected place, it leaves possibility for the rest of the universe,” said Postberg.

The Importance of Exposure Levels Regarding Asbestos Related Mortality

by

Mont Wrobleski

Some research has shown a correlation between high exposure rates to asbestos with a significant excess of cancer related deaths. Just how much impact do exposure levels really have on mortality?

One interesting study is called, Lung cancer among asbestos cement workers. A Swedish cohort study and a review. By C G Ohlson, C Hogstedt – Br J Ind Med 1985;42:397-402. Here is an excerpt: Abstract – A cohort study of 1176 Swedish asbestos cement workers did not indicate any asbestos related excess mortality. Possible explanations of the negative outcome are relatively low exposure levels and the predominant use of chrysotile in production. Such a tentative conclusion is supported by a review of five mortality studies of workers exposed to asbestos cement that report considerable differences in relative risks for lung cancer. These differences could be explained by various degrees of cumulative exposure, the amount of amphiboles in the production, and methodological shortcomings. A median exposure of 10-20 fibre-years does not seem to cause an increased risk of lung cancer, particularly when only chrysotile is used.

A second study is called, A study of the mortality of workers in an asbestos factory by M. L. Newhouse Br J Ind Med 1969;26:294-301. Here is an excerpt: Abstract – A study of the mortality of workers in an asbestos factory. A cohort study of over 4,500 male workers employed at an asbestos factory making both textiles and insulation materials is described. The main analysis of the mortality of workers employed between April 1, 1933, the date of the implementation of the Asbestos Regulations, and May 1, 1964. The analysis was made in relation to job, length of exposure, and length of follow-up after first exposure. There was no significant difference between the number of deaths occurring in the factory population and the national figures, until an interval of 16 years or longer had elapsed from first exposure in the factory. There were 1,160 men who fulfilled this criterion. In this group there was no excess mortality among those who worked in jobs where exposure was low or moderate, but among those with jobs which entailed heavy exposure there was a significant excess of deaths from cancer of the lung and pleura, and cancer of other sites, in men with a total period of employment in the factory of less than two years, as well as with those who worked for longer. Excess mortality from respiratory disease was observed only among severely exposed workers with long service.

A third study is called, The effects of long-term ingestion of asbestos on the colon of F344 rats by Kelley J. Donham, MS, DVM, John W. Berg, MD, Loren A. Will, DVM, MPh, Joel R. Leininger, DVM, PhD, – Department of Preventive Medicine and Environmental Health, College of Medicine, University of Iowa, Iowa City, Iowa – National Large Bowel Cancer Project Here is an excerpt: Abstract – Weanling F344 rats, which were fed a diet containing 10% chrysotile (B), were studied over their lifetime to determine the effects of ingested asbestos on the colon. Control groups consisted of rats fed a diet containing a 10% nonnutritive cellulose or a standard laboratory rat diet. The pathological findings in the colons of 501 rats (189 on asbestos diet, 197 on fiber control diet, and 115 on standard control diet), are reported here. Epithelial tumors of the colon (eight adenocarcinomas and one adenoma) were found in nine of the rats on study. Four of the tumors were in asbestos-fed rats, two tumors were found in the non-nutritive cellulose controls, and three tumors were found in the standard laboratory rat diet controls. The probability (based on actuarial analysis) of developing adenoma or adenocarcinomas during the 32 months of the study were 7.4% for the asbestos-fed group, 3.5% for the fiber control diet and 4.0% on the standard control diet. In addition, one malignant mesothelioma of the type induced by intraperitoneally administered asbestos was found in the asbestos-fed group. Non-neoplastic lesions of the colon were also evaluated. The cumulative risk for development of any colon-associated lesion (non-neoplastic plus neoplastic lesions) was greatest for asbestos-fed rats (17.9%), compared to 13.6% for those fed the fiber control diet and 8.2% for those fed the standard control diet. The colon tissue levels of adenosine, 3-5-cyclic monophosphate (cAMP) were significantly lower in the animals fed asbestos compared to the control diets. Chrysotile fibers were seen by electronmicroscopy (e.m.) in six of ten ashed colon specimens of rats fed the asbestos diet. Although the differences in numbers of tumors between the animals fed asbestos and the controls were not statistically significant at the 5% level, we felt that the combination of observations including 1) evidence of increased probability of asbestos-fed animals to develop colon lesions in general; 2) evidence of a special type of mesothelioma in rats fed asbestos; 3) evidence for a cell regulator defect (lowered cAMP levels) in colon tissues of animals fed asbestos; and 4) evidence for asbestos fiber penetration of the colonic mucosa (e.m. studies) suggest that ingested asbestos is not inert in the colon.

If you found any of these excerpts interesting, please read the studies in their entirety. We all owe a debt of gratitude to these researchers.

Australian government provides $15.8 million for North Adelaide Technical College

Tuesday, June 27, 2006

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.
