UK public sector workers strike over pension rights

Wednesday, March 29, 2006Local Government workers in the UK withdrew their labour yesterday as part of a dispute over pension entitlements. The members of 11 different trades unions were involved in the 24hr strike. As the day began they declared that support for the strike was solid. Although the strikers work for local councils, their pay and conditions are agreed nationally. The Local Government Association which represents the local councils in England and Wales declared predictions that 1.5 million people would stay away from work as “wildly optimistic”.

The Unions’ complaint is that local government workers are being treated unfavourably compared to other public sector employees. They say that agreements on pensions that have been reached with civil servants, teachers and health workers will allow those staff to continue to retire at 60 while local government staff will be forced to work until they are 65. Civil servants work for national government, teachers work for local councils but have their own pension arrangements and most health workers are employed by the state-controlled National Health Service.

The Local Government Association claims that if council workers continue to be able to retire at 60, it will increase the levels of Council Tax (a tax on people living in properties which funds a proportion of local government expenditure) by 2%.

The striking workers provide a wide range of services from assisting teachers in the class room, through inspecting kitchens for hygiene to provising care to the vulnerable in society. In some places council workers collect tolls for road tunnels or manage ferries. Mainstream media have reported on the strike all day with heavy coverage of disruption to commuters where transport has been affected. The unions have emphasised the large number of their members who are women working in low paid jobs.

The Government which regulates the scheme claimed that the early retirement provisions (called the rule of 85) were age-discriminatory and had to be removed.

The strike ended at midnight. The Unions have not declared any further strike days.

The Unions involved were AEP, AMICUS, CYWU, GMB, NAPO, NIPSA, NUJ, NUT, TGWU, UCATT and UNISON.

Iran’s morality police crack down on un-Islamic dress

The Iranian police forces have faced criticism from Ayatollah Hashemi Shahrudi, the head of the judiciary who was appointed by Grand Ayatollah Ali Khamenei, for their re-invigorated campaign to do away with un-Islamic dress.

Ayatollah Shahroudi proclaimed, “Tough measures on social problems will backfire and have counter-productive effects.” Others have, of course, made it clear that un-Islamic dress can lead to moral corruption, engender innumerable vices, and hurt the Islamic character of the nation.

Some believe that no one had any issue with the creation of an Islamic atmosphere. The core of the matter revolves around the implementation of the Islamic dress code; additionally, heavy-handed measures should be shunned. For instance, Mehdi Ahmadi, information head of Tehran’s police, told Al Jazeera: “Some citizens may complain about the way the law is being enforced but they all agree with the plan itself.”

According to one student, “You simply can’t tell people what to wear. They don’t understand that use of force only brings hatred towards them, not love.” Nevertheless, Hojatoll-Islam Mostafa Pour-Mohammadi, Iran’s interior minister who is in charge of policing, prognosticated positive feedback from the populace when he said, “People are unhappy with the social and moral status of the society. They expect that the fight against social insecurity be properly implemented.” Thus, Hujjat al-Islam Pour-Mohammadi re-iterated the necessity of proper implementation and methodology towards the restoration of morality in the Islamic Republic. Islamic officials and religious people affirm that this is indispensable to promote righteousness, curb sin, and bring open sinners to justice.

Following the Islamic Revolution in 1979, hijab became mandatory in Iran for every woman including foreigners after over 98% of citizens voted for an Islamic government. Women may face caning up to 74 strokes for failing to observe hijab. In this recent crackdown, the authorities have arrested many citizens throughout the country. Not only have women been taken into custody for their hair being uncovered on their foreheads and tight clothes that show body shapes, For men they need to cover from knee to their waist as according to Sharia. Even a foreign journalist was detained because the photograph on her press card was indecent.

It has not been clear whence the directive for the re-newed clampdown emanated. Some have blamed Mahmoud Ahmadinejad while Gholam Hossein Elham, the government spokesman, stated to reporters, “The police work as agents of the judiciary to confront crimes. The government as an executive body does not interfere in the affairs of the judiciary.” The following pre-election speech seems to corroborate this latter statement:

“ In reality, is the problem of our people the shape of the hair of our children? Let our children arrange their hair any way they wish. It doesn’t concern me and you. Let you and me overhaul the basic problems of the nation. The government should fix the economy of the nation and improve its atmosphere…[It should] better psychological security and support the people. People have variegated tastes. As if now the arch obstacle of our nation is the arrangement of our kids’ hair and the government disallowing them <He chuckles>. Is this the government’s responsibility? Is this the people’s merit? In actuality, this is the denigration of our people. Why do you underestimate and belittle the people? It is the real issue of our nation that one of our daughters donned a certain dress? Is this the issue of our nation and the problem of our nation? ”

Ukraine celebrates Independence Day

Ukraine celebrates its independence day today, 15 years after it broke away from the Soviet Union in 1991.

Ukrainian president Victor Yuschenko told a crowd at an event to mark the occasion: “By the will of the people, our country’s course toward membership in the European Union and NATO will be carried through … and most importantly, I reiterate and guarantee that Ukraine’s democratic, liberal, and national choice is irreversible and unconditional.”

Yuschenko told the press yesterday that he would insist on the rehabilitation of those who raised the Ukrainian flag in Ternopil in 1973.

The Russian president Vladimir Putin sent a message of congratulations to his Ukrainian counterpart and offered reassurances about Russo-Ukrainian relations. His note to Yuschenko said: “I am convinced that on the basis of mutual understanding and compromise on unresolved issues we can reach the level of true strategic partnership, a fundamental principle recorded in the treaty of friendship, cooperation and partnership.”

Japan nuclear disaster: areas to remain off-limits for decades

Japanese officials have admitted for the first time that certain radiation-stricken areas around the crippled Fukushima Daiichi nuclear power plant may remain uninhabitable for decades. Japanese media this week reported that embattled Prime Minister Naoto Kan is to visit affected areas within days to tell residents and local officials that it will remain too dangerous to return to parts of Fukushima Prefecture in the foreseeable future.

We cannot deny the possibility that there will be some areas where it will be hard for residents to return to their homes over a long period of time.

Chief Cabinet Secretary Yukio Edano said, “We cannot deny the possibility that there will be some areas where it will be hard for residents to return to their homes over a long period of time.”

The dangers of radiation exposure in certain areas are expected to remain unacceptably high well after the plant finally undergoes a cold shutdown in the coming months. A final decision on which areas are to be declared off-limits will be made following detailed radiation monitoring and the creation of a comprehensive decontamination plan. Japanese officials have so far declined to specifically name any areas likely to be affected.

Scientists have for months warned of such an eventuality following the meltdown of three reactors at the Fukushima site in March. The government, criticised for its management of evacuations in the wake of the disaster, had hoped to lift current evacuation orders for most areas around the plant. However, it cannot do so amidst dangerously elevated radiation readings, including in the town of Okuma, situated about three kilometres from the Fukushima site, where cumulative radiation levels are over 25 times higher than government-mandated limits.

Media reports have also focused on uncertainty surrounding compensation for the many thousands of residents affected by the ongoing evacuations. The government may possibly purchase or rent the properties of those who cannot return to their homes and businesses.

Although the plant operator, the Tokyo Electric Power Company, has recently claimed radiation leaks from all three reactors have declined, concern continues to mount over the true scale of contamination. Scientists have detected widespread contamination of topsoil on agricultural land, further jeopardising the future habitability of significant areas, and uncertainty remains as to the true extent of radioactivity in numerous areas.

“Caesium-137, the main radioactive element thrown out during the various explosions, has a half-life of 30 years, and it is not going to disappear overnight,” said Didier Champion, a French nuclear safety expert.

One would look at a stainless steel building and not believe that it could be turned into a residential home. Wikinews interviews Aurélien Miralles about Sirenoscincus mobydick species discovery

A group of researchers published a paper about their discovery of a new species of Madagascar mermaid skink lizards last December. The species is the fourth forelimbs-only terrestrial tetrapods species known to science, and the first one which also has no fingers on the forelimbs.

The species was collected at Marosely, Boriziny (French: Port-Bergé), Sofia Region, Madagascar. The Sirenoscincus mobydick name is after the existing parent genus, and a sperm whale from the 1851 novel Moby-Dick by Herman Melville.

This week, Wikinews interviewed one of the researchers, French zoologist Aurélien Miralles, about the research.

((Wikinews)) What caused your initial interest in Madagascar lizards?

Aurélien Miralles: Well, I would say that since I am a child I am fascinated by the biodiversity of tropical countries, and more especially by reptiles. I did a PhD on the evolution and systematics of skink lizards from South America. Then, I get a Humboldt grant to do a postdoc in Germany, at the Miguel Vences Lab, in order to study Malagasy skinks. Madagascar being a fabulous hotspot for reptiles (and not only for reptiles actually), it was a very nice opportunity. Professor Vences proposed me to associate our complementary fields of expertise: he is expert in herpetology for Madagascar, and I am expert in skinks lizards (family Scincidae). It was a very fruitful experience, and many other results have still to [be] published.

((WN)) How was the new species discovered?

AM: By a very funny coincidence actually. In 2010, I went to Madagascar for a long trip through the south of the island, in the semi-arid bush for collecting lizards and snakes samples. Then, during the last days, just before coming back to Germany, I have visited by coincidence the zoological collection of the University of Antananarivo. In that place, I found an old jar of ethanol with two weird little specimens previously collected by a student who didn’t realize it was something new. Being expert on skinks, I immediately recognised it was something very probably new, very different from all the other known species.

((WN)) What does “Sirenoscincus” stand for?

AM: I am not the author of the genus name Sirenoscincus. This genus name was already existing. It has been described by Sakata and Hikida (two Japanese herpetologists). “Sireno” means mermaid. “Scincus” means skinks, a group of little lizards on which I am particularly focusing my studies. So, Sirenoscinus means “mermaid skink”, in reference to [the] fact it has forelimbs but no hindlimbs.

((WN)) How deep underground do the lizards live?

AM: Hard to answer this question because nothing is known on the ecology of this species. But more reasonably, we can hypothesize, by comparison to similar species of skinks, that it is probably living just under the sand surface, [a] few centimeters deep, probably no more, or below [a] rock, leaf litter, or piece of dead wood.

((WN)) What do the lizards eat?

AM: Again, by analogy, I would say most likely small invertebrates (insects, larvae, worms etc…).

((WN)) What equipment was used during the research?

AM: Classic equipment (microscope) and also a state-of-the-art device: a micro CT-scan. It is a big device producing [a] 3D picture of the internal structure without damaging the specimen. It is actually very similar to the scanner used in human medicine, but this one is specially designed for small specimens. Otherwise, I am currently studying the DNA of this species and closely related species in order to determine its phylogenetic position compared to other species with legs, in order to learn more about the evolutionary phenomena leading to limb loss.

((WN)) There are several news sources that have a photo of the species. Is it a photo as seen in a CT-scan?

AM: No, this picture showing a whitish specimen on a black background is not a CT-scan. It is a normal photograph of the collection specimen preserved in alcohol (the one that was in the jar). You can see the complete of picture (including CT-scan 3D radiography, drawing…) in the original scientific publication.

((WN)) Do you know when the newly discovered mermaid skink species was put into the jar? Do you have its photo (of the jar)?

AM: No, I have no picture of the jar. The specimen has been collected in November 2004.

((WN)) What were the roles of the people involved in the research? What activity was most time-consuming?

AM: As first investigator, I did most of the work…and the longest part of the work was to examine closely related species in order to do comparisons…and also to check the complete bibliography related to this topic and to write the paper.
Mrs Anjeriniaina is the student who […] collected the specimen a couple of years ago.
Mrs Hipsley and Mr Müller learnt me how to use the CT-scan, and helped me concerning some point relative to internal morphology. Mr Vences helped me as supervisors. Additionally, all of them have corrected the article, and gave me many relevant advices and corrections, thus improving the quality and the reliability of the paper.

((WN)) Did you get in touch with an external entity to get the new species officially recognised?

AM: No. In zoology, it is only needed to publish the description of a new species (and to give it a name) in a scientific journal, and to designate a holotype specimen (= specimen that will be the official reference for this species), to get this new species “officially” recognised by the scientific community. That does not mean that this new species is “correct” (it might be invalidated by subsequent counter-studies), but that means that this discovery and the new name of [the] species are officially existing.

((WN)) Are there any further plans on exploring the species habitat and lifestyle?

AM: No, not really for the time being, because ecology is not our field of expertise. But other studies (including molecular studies) are currently in progress, in order to focus on the phylogenetic position and the evolution of this species.

BDSM as business: An interview with the owners of a dungeon

Torture proliferates American headlines today: whether its use is defensible in certain contexts and the morality of the practice. Wikinews reporter David Shankbone was curious about torture in American popular culture. This is the first of a two part series examining the BDSM business. This interview focuses on the owners of a dungeon, what they charge, what the clients are like and how they handle their needs.

When Shankbone rings the bell of “HC & Co.” he has no idea what to expect. A BDSM (Bondage Discipline Sadism Masochism) dungeon is a legal enterprise in New York City, and there are more than a few businesses that cater to a clientèle that wants an enema, a spanking, to be dressed like a baby or to wear women’s clothing. Shankbone went to find out what these businesses are like, who runs them, who works at them, and who frequents them. He spent three hours one night in what is considered one of the more upscale establishments in Manhattan, Rebecca’s Hidden Chamber, where according to The Village Voice, “you can take your girlfriend or wife, and have them treated with respect—unless they hope to be treated with something other than respect!”

When Shankbone arrived on the sixth floor of a midtown office building, the elevator opened up to a hallway where a smiling Rebecca greeted him. She is a beautiful forty-ish Long Island mother of three who is dressed in smart black pants and a black turtleneck that reaches up to her blond-streaked hair pulled back in a bushy ponytail. “Are you David Shankbone? We’re so excited to meet you!” she says, and leads him down the hall to a living room area with a sofa, a television playing an action-thriller, an open supply cabinet stocked with enema kits, and her husband Bill sitting at the computer trying to find where the re-release of Blade Runner is playing at the local theater. “I don’t like that movie,” says Rebecca.

Perhaps the most poignant moment came at the end of the night when Shankbone was waiting to be escorted out (to avoid running into a client). Rebecca came into the room and sat on the sofa. “You know, a lot of people out there would like to see me burn for what I do,” she says. Rebecca is a woman who has faced challenges in her life, and dealt with them the best she could given her circumstances. She sees herself as providing a service to people who have needs, no matter how debauched the outside world deems them. They sat talking mutual challenges they have faced and politics (she’s supporting Hillary); Rebecca reflected upon the irony that many of the people who supported the torture at Abu Ghraib would want her closed down. It was in this conversation that Shankbone saw that humanity can be found anywhere, including in places that appear on the surface to cater to the inhumanity some people in our society feel towards themselves, or others.

“The best way to describe it,” says Bill, “is if you had a kink, and you had a wife and you had two kids, and every time you had sex with your wife it just didn’t hit the nail on the head. What would you do about it? How would you handle it? You might go through life feeling unfulfilled. Or you might say, ‘No, my kink is I really need to dress in women’s clothing.’ We’re that outlet. We’re not the evil devil out here, plucking people off the street, keeping them chained up for days on end.”
