Great Plains Consultant Notes: Sales Tax Calculation and Reporting in Dynamics GP

If you are upgrading your corporate ERP and accounting application to Microsoft Dynamics GP, former Great Plains Dynamics, you should expect some additional flexibility in your Sales reporting.  

State Sales Tax reporting is typical candidate to learn new functionality and make probing calculations.  In this small publication, which is intended to end Dynamics GP user, not GP consultant, we would like to give you some technical highlights:

1. Inventory items and Sales Tax accruing.  You have several options for Sales Tax calculation: non-taxable (such as something that is in essence the service: Freight, Insurance, Bank Wire Transfer charges), in this case select Not Taxable in Inventory Item Maintenance screen on the left side (from Sales perspective).  And now the majority of your physical items, such as merchandize should be marked as Based On Customer

2. Invoice Subtotal and Total Taxable Sale Amount.  Here you need to understand nuances – in your monthly Sales Tax report (Reports->Company->Taxes) – only Total Taxable Sale Amount is summarized in it.  If some GP inventory items are taxable and others are not, then two amounts (Total Sales, and Total Taxable Sales) will deviate. This means, that you cannot use AR transactions register for the month to reconcile your sales tax amounts

3. Sales Tax under the hood.  We recommend you to review Sales Tax in the following tables: RM20101 – posted AR transactions, RM10601 – RM Tax Work file.  Receivable Management module is closer to Dynamics GP General Ledger, comparing to Sales Order Processing tables: SOP30200 and SOP10105 (SOP Tax Work and History table).  The nuances typically are related to the fact of voiding Sales Invoices in RM module, if you voiding this way, SOP posted invoices (SOP30200 and SOP30300 tables) will remain non-voided

4. Sales Tax for large corporate ERP, when you have to pay State Sales Tax in multiple US states.  In this scenario you typically are calculating Sales Tax based on Ship to Zip code. There are multiple Dynamics GP ISV partners with their Great Plains Add-ons to consider, Avalara for example

California employees owe state US$13.3 million in unpaid loans

The California Controller’s office reports that eleven state agencies have given US$13.3 million in pay and travel advances that have not been collected.

Governor Jerry Brown issued an executive order to recover uncollected loans by the agencies. A press release from the governor’s office states, “The Governor’s Executive Order seeks to recover taxpayer dollars by directing state agencies and departments to clear salary and travel advances within 30 days through an expense claim.” Any outstanding balance will be deducted from employees’ paychecks under the governor’s order after the 30 days.

Under California state law, state employees are permitted to receive advances for hardship, travel, and other circumstances. These advances cannot be collected by agencies after three years without the employee’s consent.

State Controller John Chiang said in a statement, “The state’s poor debt collection and accounting practices are fleecing public coffers at a time when vital public programs are being decimated by unprecedented budget cuts.” Chiang’s office expects there will be more money unaccounted for, including some from the California Highway Patrol (CHP). California state law mandates that anyone convicted of driving under the influence of alcohol is required to pay for the investigation. The CHP has not collected this money.

The California Department of Transportation, also called Caltrans, has the largest debt of the eleven agencies: $3.2 million. Cal Fire, or the California Department of Forestry and Fire Protection, “had an outstanding balance of $1.44 million as of June 30, 2008. An overwhelming portion of that balance was related to employee salary and travel advances,” according to a controller’s office audit.

Chiang’s office had informed former California governor Arnold Schwarzenegger there were outstanding debts, but Schwarzenegger’s administration did not take action.

All eleven agencies have agreed to hand over any delinquent accounts to the controller’s office, who will collect these debts.

Firefighters rescue nearly a dozen animals in Buffalo, New York house fire

Buffalo, New York —A three alarm fire at a house owned by John and Evelyn Bencinich, two of the initiators of a lawsuit filed against the Elmwood Village Hotel proposal in Buffalo, required firefighters to rescue eight cats and two dogs in Buffalo, New York today.

At about 8:30 (eastern time) firefighters were called to the home on 48 Granger Place to put out a fire that had started in the basement. It quickly spread to the first floor where the main bathroom was destroyed. The fire did not spread to the second floor or attic.

Initial calls said that many animals were inside the house and firefighters quickly worked to rescue all the cats and dogs. At least one cat and one dog had to receive CPR and oxygen, but both are reported to be in stable condition. At least 3 cats are unaccounted for, but after a search of the house, the cats were not believed to have been inside at the time the fire started.

One elderly woman, Anna Bencinich, the mother of Evelyn, was rescued by neighbors who helped her from the burning house.

“There was smoke all over the house. The fire started in the basement and spread to a small portion of the first floor. Two firefighters were injured while fighting the fire and were transported to Erie County Medical Center,” said Division Fire Chief Thomas Ashe who also said that sections of the kitchen wall at the back of the house had to be torn out to stop the fire from spreading through the walls.

One firefighter is being treated for bite injuries to his face that he received while attempting to rescue a dog. The other firefighter was treated for injuries he received to his hand, which was believed to have been caused by glass or a cat scratching him. The names of the injured firefighters are not known. The injuries are said to not be life threatening.

According to witness reports, the home owners had a new water heater installed just last week, but it is not known if the fire was caused by the heater.

“We believe the fire was caused by an electrical (malfunction). An investigation is being conducted,” said Battalion Chief Joe Fahey who also added that they did not believe arson was the cause.

Bombings reported in southeastern Iran

Three separate explosions have been reported in Zahedan, a city in southeast Iran near the Afghan and Pakistani borders. Reports indicate that the bombings gave minor injuries to three people and caused some damage to houses. One of the blasts reportedly occurred at approximately 4:30 am, with the other two preceding shortly before.

The attack is part of a series of bombings that have occurred shortly before the Iranian presidential election. Blasts in Tehran and the southwestern city of Ahvaz on Sunday killed a total of 10 people. Despite these grave attacks, Iranian officials are asserting that the turnout for the election will not be impaired. At a Monday press conference, intelligence minister Ali Younessi said, “”[The] Sunday morning and evening [attacks] in Ahvaz and Tehran are not going to have any effect on people’s presence at presidential election polls.”

Buffalo, New York —Wikinews was the first to tell you that the Elmwood Village Hotel development in Buffalo, New York was to undergo “significant changes”.

The Elmwood Village Hotel is a proposed project that would be placed at Elmwood and Forest Aves. in Buffalo. In order for the development to take place, at least five buildings that house both businesses and residents, must be demolished.

To confirm and to get more information about the changes, Wikinews interviewed Eva Hassett, Vice President of Savarino Construction Services Corporation, the development company in charge of building the hotel.

Wikinews: The hotel proposal is being redesigned. Could you comment on that? What changes are being made? Are they significant?

Eva Hassett: The hotel has been resized as a 72-room, four story building. This is 10% smaller in number of rooms and a full story lower. We are also redesigning the facades in a way that will minimize the mass – more of a vertical feeling than horizontal. Different materials, windows, details. The smaller size of the hotel also makes the number of on-site parking spaces more appropriate and hopefully represents less of a challenge to an already difficult parking situation.

WN: Will you still be going before the city’s planning board as scheduled on February 28? Same for the Common Council?

Hassett: We will be on the Planning Board agenda this Tuesday morning but I do not expect that the Board will vote on the item that morning. I think we will be mainly explaining the new design and hearing input/questions.

WN: Will there be anymore public meetings?

Hassett: We would be happy to do one more big public meeting. We will be talking to Forever Elmwood about that on Monday (February 27, 2006). We would like to see if there is support for the new design and we also want to honor the public’s request for another meeting. I am hopeful that meeting can take place the week of March 6th.

WN: Is Savarino considering Mr. Rocco Termini’s design/proposal? If no, do you (Savarino) support/oppose?

Hassett: We are hopeful that we can build the hotel as redesigned. We think it would be a great addition to the Elmwood Ave. area, a good way for out-of-towners to see what Buffalo offers and a big help to the businesses there.

WN: Are you considering more time for the community to make a judgment?

Hassett: As I mentioned above, we expect to have one more meeting to get public reaction to the new design, and I think the Planning Board may want an additional meeting to make their determination. We do however, have constraints that will limit the amount of extra time. We still think it is a great project for the City and Elmwood; and we still want it to be something that the community wants as well.

So far, the City of Buffalo’s City Planning Board is still scheduled to meet at 8:00 a.m. (Eastern) on February 28, 2006 followed by the Common Council meeting at 2:00 p.m. on the same day.

Images of the design are not yet available. “We are working on the renderings this weekend, but I will likely have some early in the week,” stated Hassett.

Tax evasion investigators raid Google’s Paris headquarters

Dozens of tax investigators raided Google’s offices in French capital Paris yesterday as part of a probe into the company’s alleged tax evasion.

The raid was conducted by investigators from the state financial prosecutor’s office assisted by 25 information technology (IT) experts, according to officials. “The investigation aims to verify whether Google Ireland Ltd has a permanent base in France” the prosecutor’s office said, “and if, by not declaring parts of its activities carried out in France, it failed its fiscal obligations[…]”.

Google, a subsidiary of Alphabet Inc., reports most of its sales in Ireland. Google claims most sales contracts are closed in its Dublin offices. If investigation finds sales are being concluded in other countries, Google may need to pay additional taxes in these countries.

In 2014 Google reported a total yearly revenue in France of €225.4 million with a profit of just €12.2 million, paying only €5 million in corporate tax according to the Financial Times. A Google spokesperson said the company is co-operating with French authorities and fully complies with French law.

According to Reuters, a source from the French finance ministry said French tax authorities are also separately pursuing Google for €1.6 billion in back taxes.

Experts: obesity is a bigger threat than AIDS or bird flu

From September 3 to 8, experts gathered at the 10th International Congress on Obesity in Sydney, Australia, to discuss what they call the worldwide “obesity epidemic”. According to the World Health Organization (WHO), 1 billion people in the world today are overweight, and 300 million of those are obese. “Obesity and overweight pose a major risk for serious diet-related chronic diseases, including type 2 diabetes, cardiovascular disease, hypertension and stroke, and certain forms of cancer“, a WHO fact sheet states. According to AP, experts at the conference “have warned that obesity is a bigger threat than AIDS or bird flu, and will easily overwhelm the world’s health care systems if urgent action is not taken”.

Of particular concern is the large number of overweight children. Dr. Stephan Rossner from Sweden’s Karolinska University Hospital, a leading obesity expert who was present at the conference, has warned that as a result of the increasing number of overweight children, “we will have, within a decade or two, a number of young people who are on kidney dialysis. There will not be organs for everybody”. UK-based International Obesity Task Force has said that junk food manufacturers target children, for example, through Internet advertising, chat rooms, text messages, and “advergames” on websites. Politicians are not doing enough to address the problem of obesity, including childhood obesity, the experts said.

According to Wikipedia, examples of junk food include, but are not limited to: hamburgers, pizza, candy, soda, and salty foods like potato chips and french fries. A well-known piece of junk food is the Big Mac. The US version of just one Big Mac burger contains 48% of calories from fat, 47% US Recommended Dietary Allowance (RDA) of fat, 52% RDA of saturated fat, 26% RDA of cholesterol, 42% RDA of sodium, and little nutritional value. It also has 18% of calories from protein. According to WHO, most people need only about 5% calories from protein. Staples such as rice, corn, baked potatoes, pinto beans, as well as fruits and vegetables such as broccoli, cauliflower, zucchini, oranges, and strawberries, provide more than this required amount of protein without the unhealthy amounts of fats or sodium, without cholesterol, and with plenty of fiber, vitamins, and minerals.

Both WHO and the American Centers for Disease Control and Prevention (CDC) define overweight in adults as a Body Mass Index (BMI) of 25 or above, and obese as a BMI of 30 or above. To combat overweight and obesity, WHO recommends that, among other things, people should be taking the following steps

  • eating more fruit and vegetables, as well as nuts and whole grains;
  • engaging in daily moderate physical activity for at least 30 minutes;
  • cutting the amount of fatty, sugary foods in the diet;
  • moving from saturated animal-based fats to unsaturated vegetable-oil based fats.
